Where the wind blows, he follows - the chief of a meteorological units that provides weather data for a Marine artillery regiment somewhere in the South Pacific, peers through a theodolite as he observes a balloon sent a loft for a study of wind conditions. He slowly turns a tangent screw to keep the balloon focused on a crossed hairline inside the theodolite. As he does so the balloon evelation angle and azimuth are indicated on two circles graduated in degrees. 1943
